House and Senate Caucus Instructions

(House and Senate Caucus meetings are held separate from the Convention)
1. Seating and Admission

a. Priority seating must be given to credentialed delegates.
b. Delegates and the public may wear buttons, labels, or clothing signifying candidate support.
c. No candidate signs or fliers are allowed in the Caucus room or on the room door(s).
d. House and Senate Caucuses will be conducted by individuals approved and trained by the Steering Committee.

2. Candidate Speeches

a. Legislative candidates in contested races will be nominated in Legislative Caucuses.
b. Each candidate including any nominator(s) may speak for up to a combined total of two minutes according to the drawing conducted on April 9, 2012.
c. A timekeeper will be appointed for each Caucus. The timekeeper will have cards to hold up so the speakers will know the time they have left.
d. When a candidate’s allotted time has expired, the timekeeper will stand and applaud. The speaker will say “Thank you” and stop immediately.

3. Elections

a. The Caucus elections shall use the applicable rules of the 2012 Utah County Republican Party Convention rules.
b. Any Convention Committee member may cast their ballot at the beginning of the Caucus for that particular caucus election.

4. State Delegate Precinct Under-fill Elections

a. If any Utah Legislative District has one or more state delegate under-fills (as defined in State Party Constitution, Article XII.1.D), a portion of the House Caucus time shall be reserved for nominating, vetting and voting on delegates to fill the respective seats.
b. At least five minutes, or three minutes per seat to be filled up to a maximum of 15 minutes, whichever is greater, shall be reserved for the subcaucus.
c. Subcaucuses of the present county delegates from the same Utah House District, Utah Senate District, and US Congressional District will be formed to nominate the state delegates to fill the open seats.
d. The UCRP Steering Committee shall designate hosts for each subcaucus that has seats to be filled.
e. The subcaucus’ nominee for each seat must receive a majority of votes from the subcaucus. In the case of a tie, a coin toss by the subcaucus host shall determine the winner.
f. This nominee will be presented, along with all other nominees, to the entire body of the convention for an up or down vote. If voted down, the seats will be unfilled for the following State Convention.

6:30 am -Sign in for credentials.
7:30 – 8:05 UCRP Central Committee meeting
8:20 –9:00 Senate District Caucus meetings
9:15 - 10:15 House District Caucus meetings
10:30 – Nominating Convention begins with Call to Order in Auditorium

Display Space will be available for candidates and lobby groups at the following rates:
County races (e.g. State House, State Senate, Commisioner) $75
Statewide races (e.g. Governor, Atrny Gen) $200
Federal races ( e.g. US Senate, US House, President) $500
TABLES WILL BE SELECTED AND PAID FOR AT THE CANDIDATE MEETING MENTIONED ABOVE. Candidates will draw for selection order and then select ( lowest draw gets first choice, etc.).
