Constitution & Bylaws Changes

The following items have been referred to the Constitution and Bylaws Committee (CBC), and have yet to be reviewed:

1. Better define the former Bylaw 6 (Neighbor to Neighbor), and consider locating it in a more appropriate place. See the minutes to the 10/10/09 Central Committee Meeting where B-101 (Deleting Neighbor to Neighbor) passed; specifically, the motion by Dave Duncan to refer the bylaw to the CBC "for inclusion in a more appropriate place and expanding it to a better-defined program." 2. The date referenced in Bylaw 1A5 should be set by bylaw, not by the Steering Committee (else it gets forgotten). More importantly, Bylaw 1 and 2 ought to enable a potential ex officio delegate to relinquish his seat to the caucus pool (seats that are allocated to voting precincts). (Lowell)

3. Seems that Bylaw 1A8 provides for the filling of vacancies in caucus delegate seats and legislative officer ex officio delegate seats but not for other ex officio delegate seats. (Lowell)
