Currently, our bylaws do not specify a parliamentary authority. This proposal would establish a parliamentary authority.

Bylaw 7 – Meetings and Conventions
G. All conventions and committee meetings (but not necessarily the Precinct Caucus meetings, since the necessary expertise may not be available) shall be run according to Robert’s Rules of Order, Newly Revised, 10th Edition (hereafter, RONR), except where an issue is specifically addressed in the Constitution, Bylaws, standing rules, or specific rules for that meeting, which supersede a corresponding point of RONR.
H. If RONR is not used in a Precinct Caucus meeting, due to lack of expertise, the meeting’s chair shall still use the principles of fairness, effectiveness, and efficiency in the proceedings.

Proposed additions are indicated in bold underlined text, and proposed deletions are indicated in strikethrough text.
